Obtaining an educational services permit allows educators to establish a school in Dubai. Our team works closely with educators and businesses that are interested in setting up in Dubai.

This guide explains the steps of obtaining an educational services permit for a private school in Dubai. Do not hesitate to contact our team or visit our main office in Dubai if you require any further clarification.
 
Step One: Academic Plan (Up to 30 Working Days)


The purpose of this stage is to review the plans for the proposed school. This step requires the following documents to be submitted to KHDA:

 
Upon the completion of Step 1, applicants will receive an Initial Approval document from KHDA.
 
Step Two: Incorporation

This step is concerned with the establishment of the school as a legal company and involves submission of corporate-related information. It requires the following documents to be submitted to KHDA:
 
For Individuals:
 
  • Resume and biography of the shareholders
  • Valid passport copy of shareholders
  • Family Book for UAE Nationals (Khulasat Al Qaid)
  • Original Letter of Recommendation from the bank of each shareholder
  • Specimen signature of shareholders (download a template)
 
For Corporates:
 
  • Board Resolutions calling for “Establishment of a School” and “Appointment of a Manager or Representative”      
  • Trade License and Certificate of Incorporation (original or notarised copy)            
  • Memorandum & Article of Association (original or notarised copy)            
  • Certificate of Good Standing            
  • Manager or representative details:            
        - Resume  
        - Valid passport copy    
        - Original Letter of Recommendation from the bank of the manager or representative   
        - Specimen signature of the manager or representative (appendices)            
  • Elevation and design plan for the school.      
 
Step Three: Educational Services Permit (5 Working Days)
 
During this step, KHDA requires approvals from other relevant Dubai Government departments and other documents to issue the final Educational Services Permit for a school provider. This step requires the following documents to be submitted:
 
  • Memorandum of Association, Article of Association, and Board Resolution (as applicable, and issued by a public notary)
  • Appointment letters of the current principal, with passport copy           
  • Attested and stamped annual calendar for current academic year (template is provided during registration process)           
  • Valid contract with permitted clinic or hospital if there is no resident doctor            
  • Valid copy of doctor’s and nurse’s health card            
  • Signed Undertaking (download a template)            
  • Signed Certificate of Authorization (download a template)            
  • Certificate of Fitness from Dubai Health Authority            
  • Copy of EHS certificate from the Dubai Civil Defense           
  • Copy of the Completion Certificate from Dubai Municipality or Free Zone Authority (as applicable)    
 
At the end of this step, the applicant receives an Educational Services Permit from KHDA.
