  1. Who is a training provider or training institute?

    Article 1 of the Order No. 3 of 2007 concerning the special conditions for licensing training institutes defines a training institute as every educational institute carrying on a training activity, programs and activities, including conferences, seminars and workshops that provide trainees with the opportunity to improve their information and skills for the purposes of enhancing their productivity or to provide them with capabilities to qualify them for a certain occupation or transfer them from one occupation to another, which is either:

    • domiciled in the Emirate, or
    • its principal domicile is outside the State and provides the training activity through centres, branches or through its agents in the Emirate;
    Simply put, a training provider is one who offers short term professional or executive courses that focus on skill enhancement and helps the trainees upgrade their ability at the work place or in the area of training.

  2. What are the services offered by Training Institutes Permits Department of RCC to new and existing providers?

    In addition to regulating the training providers and assisting them with necessary approvals, the Training Institutes Permits Department offers services mainly in the areas of:

    • Issuance of new Educational Services Permits
    • Renewal of Permits
    • Amendments to Permits
    • Approval of advertisements
    • Cancellation of Permits
  3. What courses can a training institute or provider offer?

    A training Institute is only permitted to offer professional or executive education that enables the trainee to enhance or upgrade their skills. A training institute is not permitted to offer credit bearing Diploma’s or Degrees that may lead to Higher Education certification. A training institute is also not permitted to offer courses that lead to school leaving certification.

  4. How many licenses and/or Permits does one need to legally establish a Training Institute?

    A training institute needs one commercial license and one Educational Services Permit to operate in the Emirate of Dubai. The commercial license will be from the relevant commercial authority (i.e. Dubai Economic Department, Free Zone Authority etc) and the Educational Services Permit from KHDA.

  8. What amendments can training institutes request for?

    The following amendments may be requested for in Educational Services Permit.

    • Any changes that may occur in the original information appearing in the Permit
    • Change in shareholder details
    • Change in name
    • Change of manager
    • Adding activities
    • Removing activities
    • Change in location

  9. As an existing training provider, do I need KHDA approval to add activities to my current Permit?

    Yes. KHDA approval is required for all amendments to your current Permit. The requirements for amending your Permit and activities are available online.

  10. Can a training provider amend the courses offered and offer additional courses?

    Yes, provided you have obtained prior approval from KHDA. Please click here to view the procedures and apply for amendments to your Permit.

  11. How long is my Educational Services Permit valid for?

    All Educational Services Permits issued by KHDA are valid for a period of one year and renewable thereafter upon successful completion of the renewal requirements.

  12. I provide educational services, but don’t provide training. Do I still need an Educational Services Permit?

    Yes, all persons and entities that provide any educational service do need an Educational Services Permit from KHDA. This includes services like educational consultancy, educational management, and any other services that are related to education directly.

  13. Do I need KHDA approval to place advertisements in the media?

    Yes. Article 27 of the KHDA’s Resolution No. 1 of 2007 stipulates that all education providers must submit their advertisements to KHDA for prior approval before publishing advertisements the media. KHDA has developed guidelines that all education providers must follow while preparing their advertisements. These guidelines will be the baseline and benchmark for KHDA while approving advertisements.

  14. Will KHDA attest certificates from my Institute?

    Yes, KHDA will attest all certificates for approved courses as long as the Institute issuing the certificate holds a valid KHDA Permit.

  15. Will KHDA attest course completion and course attendance certificates issued by valid providers?

    Yes, KHDA will attest course completion and course attendance certificates as long as the training provider has a valid Educational Services Permit from KHDA and the courses mentioned on the certificate are approved by KHDA.

  16. Can I as a student, bring my certificate to KHDA for attestation?

    Training Institutes usually get the certificate attestation done on behalf of the student. Please liaise with your Training Provider who will do this your behalf.

  17. How do I know if a training provider I have chosen is complying with KHDA’s regulations, holds a valid Permit and will offer a certificate that will be attested by KHDA?

    KHDA will soon publish on its website, a list of training providers who hold a valid KHDA Permit, adhere to KHDA’s regulations and are offering courses approved by KHDA. The list will be updated regularly for the benefit of trainees who are choosing an institute.

  19. What determines a Training Institutes’ activities?

    The courses listed on the initial application will decide the nature of its activities. Once a training provider has decided on the courses it will offer, KHDA will map the courses to the area of activities.

  20. Do I need to be an UAE national to be a shareholder?

    Article 5 of the KHDA Board Resolution No. 1 of 2007 highlights all the conditions to be fulfilled by an applicant and a shareholder. Please click on the link to see the relevant article.

  21. If I am student choosing a course at one of the Training Institutes in Dubai, what should I be looking out for?

    KHDA has one strong advice to the students - be vigilant. When choosing courses at Training Institutes students should be aware of what they are getting into. You should ask to see their KHDA Educational Services Permit where all the permitted activated are listed. Students should only register for courses listed in these official documents. When Training Institutes are offering college/university level programs, students must understand that these are not universities, they are Training Institutes offering degree programs, which they are not authorized to do. Do not blindly register for all the courses advertised and offered. In case of doubt students can email KHDA at rcc@khda.gov.ae for a clarification.
